HI,This looks like a in-line cable tensioner, it wouldn't of been standard, but there is no need to worry if gears are shifting OK, I'd leave it on until you have to change the cable or cover.Wayne

I removed it anyways because it wasn't tight and the cable was exposed allowing dirt to get in
